Project and timesheets, purchasing and stock, progress billing, accounting and VAT: a tour of the Odoo apps that matter to a builder, and what each one actually fixes on your sites.
In short. For a Luxembourg construction company, four Odoo building blocks do the job: Project and Timesheets to track margin site by site, Purchasing and Stock for materials and subcontracting, Sales for quotes and progress billing, and Accounting for VAT at 17% or 3% and the PCN 2020. All in one tool, with no double entry, from €325 per month on the bookkeeping side.
In construction, margin is not lost at the balance sheet, it is lost on site: an hour badly logged, a material bought twice, a progress bill forgotten, a retention never recovered. Most firms run all this on a quoting spreadsheet, a paper time sheet and an inbox for suppliers, then discover the real margin the following spring. Here is which Odoo apps do what in a construction company, and what each one really changes day to day.
Why an ERP changes things in construction
The sector's problem is not a lack of tools, it is their scattering. The quote lives in a spreadsheet, the hours in a notebook, the material orders in e-mails, and the accounts at a firm that sees nothing before the close. Between all these silos, information gets lost, and above all no one knows, mid-site, whether the job is profitable. An ERP brings these flows into one place: the same data serves the quote, the time logging, the supplier order, the invoice and the accounting entry. That is what lets you spot a slippage in week two, not six months after handover.
Project and Timesheets: the site becomes a margin unit
This is the core of the setup for a construction company. Each site is a project in Odoo, and everything attaches to it: crew hours, material purchases, subcontracting, sales invoices. Workers log their hours on the relevant site, from mobile or a simplified clock-in, and those hours post to the right project analytically. You then read, continuously, actual against budget: hours spent, materials consumed, subcontracting committed, against the amount sold.
A site where hours blow up is spotted before the final invoice, while you can still react. It is exactly the logic we describe for trades that sell time in our article on Odoo for service companies, applied to site tracking. The difference with a mere dashboard is that these hours and costs flow straight into the analytic accounts, with no re-keying.
Purchasing and Stock: materials and subcontracting without double entry
The second lever of margin is purchasing. The Purchase app handles the request for quotation to suppliers, the purchase order, the receipt, then the match between the order, what is delivered and the invoice, before any payment. You pay only what you ordered and received, and each invoice posts to the right site. We set out this circuit in our article on purchase management in Odoo.
For a firm that stocks materials or equipment, the Inventory app tracks quantities, movements per site and the annual count required by the commercial code, as we explain in our guide to stock management in Odoo. The sensitive point in Luxembourg construction is subcontracting and cross-border purchases: a subcontractor or supplier established in Belgium, France or Germany triggers the reverse charge on VAT, which Odoo applies automatically once the VAT number is filled in.
Your materials and hours post nowhere before the close? We wire it all up, site by site, in Odoo.
Talk about your Odoo projectSales and billing: quotes, progress bills and retention
On a site that runs for months, you do not bill in one go. Odoo handles progress billing: at each stage you invoice the percentage of work completed, from the original quote. Start advances and retention, the two mechanisms specific to construction, are tracked in the same tool, each attached to its site. Retention, in particular, stays visible as a receivable to recover until it is released, instead of sleeping forgotten in a corner. The accounting framework for these progress bills and retentions is detailed in our guide to construction company accounting.
Accounting and VAT: PCN 2020, 3% housing and reverse charge
This is where the coupling pays off. Sales and purchase invoices, once validated, become entries on the PCN 2020 structure, with no re-keying. Construction VAT is particular because a single site can carry several rates: the standard 17% for ordinary works, the super-reduced 3% for a dwelling used as a main residence, under approval and cap, and the reverse charge for intra-EU purchases. The 3% rate alone concentrates most of the sector's reassessments: we devoted a full guide to it, the 3% housing VAT in Luxembourg, and the reverse-charge mechanism is described in our article on intra-EU VAT. A properly set-up Odoo applies the right rate in the right place and feeds the eCDF return directly, provided the initial configuration is clean, the subject of our guide to setting up Luxembourg accounting in Odoo.
What Odoo does not do, and we will tell you
Let us be straight, because it will save you a disappointment. Odoo is a management tool, not a quantity-surveying, structural-calculation or CAD package. It will not draw your plans or produce a quantified take-off the way specialist construction software does. What it does is take your quote, turn it into a tracked site, into orders, progress bills and accounting. For a firm that already uses a take-off tool, the right approach is to keep it for costing and plug Odoo in behind, for management and accounts. We tell you this at the scoping stage, not along the way.
A concrete case
Example given for illustration; it does not correspond to a real client. A twelve-person structural-works firm in Wiltz tracked its sites on a spreadsheet and discovered its margins at the balance sheet. Two sites out of five were losing money without anyone seeing it in time. By moving hours, purchases and progress bills onto Odoo, with a code per site, management saw in week three that one site was overrunning on labour, renegotiated a variation, and started turning down jobs whose forecast margin was too thin.
The cost, and the 70% grant
A first serious Odoo implementation for a construction SME falls within the scope of Luxembourg's digitalisation grants. The Ministry of the Economy's SME Packages - Digital programme reimburses up to 70% of the eligible costs of a project whose quote sits between €3,000 and €25,000 excluding VAT, provided the application is filed before signing. We detail the conditions and the order of steps in our article on digitalisation grants in Luxembourg, and the ballpark of a project in the one on Odoo pricing in 2026.

Request a diagnosticThe Advena difference
An integrator installs Odoo and shows you how to create a site. An accounting firm asks for your invoices at month-end. We do both in the same tool: we set up the site tracking and we keep the accounts behind it, on the PCN 2020, with housing VAT, the reverse charge and the FAIA export set up right the first time. In practice, your margin per site and your accounts live in the same place, with no double entry or year-end rework. The bookkeeping fits into a fixed fee from €325 per month, everything included, described in our article on what an accounting firm costs. For a construction company with international structures, permanent-establishment or complex posting issues, we point you to the right specialist rather than improvising.
Frequently asked questions
Is Odoo suitable for a construction company in Luxembourg?
Yes, for management and accounting. Odoo tracks sites analytically, handles purchasing, progress billing, VAT at 17% and 3% and the PCN 2020. It is not a take-off or structural-calculation tool, though: it plugs in behind your costing software rather than replacing it.
How do you track a site's margin in Odoo?
Each site is a project to which hours, material purchases, subcontracting and sales invoices are attached through an analytic code. You then compare actual against the budget sold continuously, which lets you spot an overrunning site along the way rather than at the final invoice.
Does Odoo handle progress bills and retention?
Yes. Progress billing takes the percentage of completion at each stage, from the quote. Advances and retention are tracked in the same tool, with retention staying visible as a receivable to recover until it is released.
Does Odoo apply the 3% construction VAT?
Odoo applies the rate you set up, including the 3% housing rate, provided it is correctly created and attached to the right account. Eligibility for the 3% depends on approval and cap conditions that belong to your file, not to the software. On a contested case, you rely on the official source.
Can an Odoo project for construction be funded?
Yes. The SME Packages - Digital programme reimburses up to 70% of the eligible costs of a project between €3,000 and €25,000 excluding VAT, if the application is filed before signing the quote. A construction company established in Luxembourg and meeting the SME criteria is eligible.
